Badly run location. No manager present. Water dispenser was out of order -- water is important in a hot climate, when drawing blood and doing urine tests. The computers were down, and the staff was confused and disorganized. The phlebotomist appeared to be either sleep-deprived or stoned. She fumbled with the empty vials and then dropped one on the floor. Fortunately for me, I had the good sense to walk out, and go to a different location.
